Education Requirement: The ideal candidate for this position will have: Professional Engineer (P.E.) License for the state of Arizona or proof of eligibility for reciprocity at time of appointment. Two years of experience equivalent to a OT Transportation Engineer I. Bachelor's degree in Civil Engineering or other field closely related to airport or highway construction/ Master's degree in Civil Engineering, or other field closely related to ADOT airport or highway construction and/or contract administration. Five (5) years Civil Engineering experience Five (5) years Transportation or Airport Engineering Experience

Description & Details

Essential Duties and Responsibilities include but are not limited to:

• Supervises and coaches subordinate staff. Manage State airport grant program. Serve as technical resource by supervising grant managers. Review plans, specifications, estimates; approve change orders, audit projects; ensure grant agreement requirements are met, documentation required is provided; ensure work performed is technically sufficient to satisfy State/Fed. applicable standards for accounting

• Manage development of the 5-Yr Airport Capital Improvement Plan (ACIP). Determine projects based upon priorities/funding levels, gain approval of Division Director for presentation to State Transportation Board. Represent Aeronautics airport development and airport pavement management at local government agencies, private and corporate stakeholders, internal and external committees

• Manage statewide airport pavement management system of airports. Obtain grants with FAA/develop scopes-work/select consultant/manage contracts; review quality-work/ensure program. funds are spent effectively/elevate overall Pavement Condition. Index of critical airport pavements; provide training/data to sponsors/FAA, approve payments to consultant/contractors; request FAA reimburse. Facilitate statewide compliance

• Directs the design/construction process including attending field reviews. Advises/provides oversight for engineering/construction at Grand Canyon Nat'l Park Airport. Assist with obtaining grants with FAA, develop scopes-work, select consultant/manage contracts, review quality of work/ensure funds are spent to provide the best improvement to the airport within Airport Improvement Program. Ability to drive a state vehicle is required

• Coordinate with the FAA and 67 public Arizona airports. Review and update grant administration manuals and procedures for implementing design/construction grant program and provide for Director and State Attorney. Airport Layout Plan-review in accordance with FAA standards, civil engineering practices, provides comments to FAA for coordination of response to grant recipients. Develop future programs to benefit Arizona Airports and seek funding opportunities; research FAA programs and requirements

Acts as technical staff expert engaging in professional engineering consultative work requiring possession of special knowledge and application of engineering practices, and representing the agency before the public, other agencies, consultants, contractors, and the public. Serves as the state technical and administrative authority for airport design and construction grants. Provides engineering and administrative inspection, audit, review, and oversight of ADOT airport development grant projects. Supports Federal Aviation Administration (FAA) in project inspections, audits, reviews, and provides engineering and administrative guidance to FAA for airport development grants. Develops and distributes regular stakeholder communications and training to facilitate overall program compliance and instructs stakeholders in regards to best practices. Advises directors and assistant directors at ADOT regarding application for possible implementation of aviation grant program.

Qualifications & Requirements: Knowledge of:

• Principles and practices of civil engineering applied to construction of the state airport and highway system

• Federal, State, ADOT and relevant local standards pertaining to airport and highway construction, environmental protection, public relations, safety, personnel supervision, procurement, vehicle operation and fixed asset management

• State/Federal Laws & Regulations related to Airports, highways, Engineering, and Contracts

• ADOT & FAA Grant Mgmt. Policies and Procedures, Resources and Standards

• Project Management

• Work within a politically sensitive environment to resolve grant issues is a palatable way that complies with requirements

• Set limits/advise sponsors of potential issues as soon as possible to avoid problems with grants

Special Requirements:

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). If considered, PART 2 of the State of Arizona Application for Employment allows a record review and reference check. The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR and record review/ reference check.
